Thats one of the least funny scenes of the entire series, i've seen far better comedy scenes in DS9 than that.

It's been a while since I've seen the episode but I notice that the letter is actually written in Ferengi, not in English as is usually what we see when we see Alien signs and letters, if it's for the benefit of the viewers that is.

"Just Like the Federation" This is the scene where Quark and Garak discuss the Cardassian war and it's effect on Quark's business, and Root Beer. Hilarious! Great dialog.
