It looks like the answer to the question "Who are the new team members?" is "There aren't any," but Kai Owen and Tom (PC Andy) Price get bumped up to regular cast members.
Peter Capaldi will be appearing as will Paul Copely (who's already been seen on location) and Liz May Brice who's been in a lot of things (http://www.imdb.com/name/nm0108510/) the only one of which I've seen / can remember was an episode of 'Peep Show'.
