Throughout TNG we have a number of examples of the OEP with Klingons and Benzite serving on the E-D, as well as Riker on a BoP, but what other species do you think would be involved in the programme throughout the 24th century?
Officer exchange programs are generally restricted to loose allies who need to figure out how to work together. Klingon - Star Fleet totally makes sense. I have a hard time seeing the Romulans doing it - they barely trust themselves.
Ferengi wouldn't make much sense as they don't really have a military so much as a merchant marine. The F.C.A. isn't likely to allow anyone on their cutters.
The Cardassians would make sense if there was a concern that cooperation would be needed against a very real shared threat. Even in that case, Star Fleet would only likely do that if they felt there was something valuable to be learned from the experience.
If you go back to the ST Enterprise time period, it would make sense for SF to have an officer exchange program with the Andorian Imperial Guard.
NATO, CENTO and SEATO provide joint training, in which entire units show up in the U.S. for training in our command and control procedures. The Bajoran Defense Force would very likely do that. Depending on the time period. so might the Boleans or any other alien that later shows up regularly in Star Fleet. Each of them would have their own local defense forces before joining the Federation and probably would continue to have their own home guard to hold the line until Star Fleet arrives.

The idea of a small contingent of Orions breaking away from the pirates, slavers, smugglers and mercenaries that their race is synonymous with, to form a legitimate government and territory for themselves is actually a very interesting notion, one that I might have to dabble with and see what comes from it.You might also imagine an Orion military attempting to put down the slave trade and asking Star Fleet for help training its officers.
A young Lt. Picard had at least one run-in with some rather rowdy Nausicaans in those days. There must have been legitimate (non-pirate) Nausicaans for Star Fleet officers to be bunked in their environs.

That's why I like the Bynar's over the Borg.A solitary Bynar would only give you half of its conversation (every other phrase) and you would have to guess the rest. Which would variously be hilarious, exhausting, frustrating and quite dangerous.
