Odo's transformation into a solid and back (Seasons 4 & 5)

Does anyone know if Odo's transformation into a solid at the end of Season 4 was always intended to be temporary thing from the beginning or did the writers came to the conclusion at some point during Season 5 that they made a mistake and decided to turn him into a changeling again then?

Wolfe has stated that it was always intended to be temporary.

I always thought the writers could have done a little more with Odo's punishment by the Founders.
