I haven't checked the visuals for occurrences of 47 on the panels or other places. But I see it in 2 places in the transcripts

s01e02 SARU: Shields up to 47%.
s01e04 [ENGINEER RANCE] We've lost Mine Four and Mine Seven.

Unless Starbase 47 has some canonical location that would prevent it's use in the episode.

I used to think the 47 thing was fueled by paranoia too but the writers have already admitted to injecting more 47's into the shows than what random chance would allow as a joke.

Isn't Starbase 47 Vanguard from the novel series of the same name? The DSC writers have novelverse connections so they probably didn't want to conflict with that.

I did a litle letters=numbers check, lots of 4's... Harder to find 7
Star=4, trek=4, kirk=4, Gene is 4 etc..
But Tilly is 7 and Lorca 4,
so that obviously translate to Lorca&Tilly sittin' in a tree at some point =)

Interestingly enough, David Mack, who co-created Vanguard, did have direct interaction with the show's writing staff.

While the spore thing was filling up from 0 to 2000 percent there were a couple frames that showed numbers that had a 47 in it.
