Seems like it was a Romulan attack on a third-party power. It was probably during the fifty-year Romulan silence, and the Federation learned about it second hand.

Yeah, it's like how the Romulan Commander and his Centurion talked about how they'd served together in "hundreds of campaigns" even though Balance of Terror was the first contact between the Romulans and the Federation in 100 years; they had been fighting other guys for the last 100 years that the Feds were unaware of.

The Norkan Campaign was probably a pre-emtive strike against a less powerful neighbouring planet that Romulan Intelligence suspected of gathering weapons of mass destruction to attack the Empire. Federation intelligence would have reported it as an unprovoked attack and labelled it a massacre just like modern media reports attacks by Governments on our side as pre-emptive strikes and attacks by Governments not on our side as unprovoked attacks.

Maybe it was just a really overly successful advertising campaign which had the unintended side effect of featuring a jingle so catchy that there was nothing to do but kill the victims who'd head it so that they could stop having it run endlessly through their heads.
