Non Sequitur - dangerous areas on earth in the 24th century?

Marseilles was depicted in the episode as a kind of rough area on Earth - how do these places slip through the cracks of Earth's planetary government in the 24th century? Is there a sort of organized crime syndicate that still values money and hence makes "unauthorized" businesses possible?


This episode really stands out as I don't think I've seen Earth this ugly in the 24th century other than this episode.
 
And technically it's an alternate universe, so the Earth the crew originally left might not be exactly the same.
 
It's an exhibit.

There is no ownership or wealth.

Humanity owns Earth, not individual people.

An Historical Trust Board decided that this "dive bar" was worth preserving for prosperity.

Maintaining Sandrine's skeeviness is integral to it's historical relevance and why it is allowed to exist.
 
Outside of San Fransisco, New Orleans and Paris the majority of Earth is a slum.

Paris is a dump.....not as bad as Athens though

To me, Sandrines was mock divey.....divey for tourists....I bet it was as sterilised as everything else was.....I bet they paid actors to go in there and look shifty

Well that depends on your definition of "paid".

They get paid in Lifestyle.

If you do a little more than nothing, you get a little bit more lifestyle, but if you're a doctor or president you probably don't get that much more than what the people who do nothing get.

Although considering Earth is simultaneously the administrative zone of the Human Empire and the Federation (Which are different things.) and Starfleet it's unlikely that there is room on Earth for any one surplus to the task of running the Galaxy.

Especially when someone who does nothing will probably be give a mansion to do nothing on on a Human colony where "space" is not a premium utility.
 
In the novel Brave New World there were "zones" similar to wild life preserves where "people" were not manufactured through sociological engineering. It was basically the 19th century with a few perks inside the zones, compared to outside the zones where it was Buck Rogers and shit.

Such locations on a Federation World would be called an UnFederated Zone is my Guess.

If so, this philosophy isn't to far off from those Purge Movies.

It's along the lines of dropping all the criminals on a planet/ isolated place where they are left to their own devices. You don't execute them, you let their own kind do it for you.

Colonies however where everyone pretends to have a Scottish, Irish, or Russian accent while speaking English until it rubs off on their children and becomes standard for that colony has also been done in spades.

Likeminded people gather to raise children in a just so particular way on far away colony worlds that the United Earth and the Federation can't exert too much pressure over as long as there are no dilithium stockpiles.

I think it's more trouble than it is worth to put the malcontents in the holodeck. They're gonna grouch wherever they are so let them be in some cheap place where they'll have actual reasons to being malcontent.
 
I'm convinced there's an underground system of money throughout the Federation. The powers that be and their staff don't acknowledge it but the normals do

When Kirk and Picard said they don't have money in the future, they meant it (cos they were genuinely oblivious to its existence)

Telling Starfleet officers that money exists is like telling a rich person today that they aren't paying enough tax.....they'll just look at you like.....what?.....don't be ridiculous

I don't think anybody make's a life's work in those kinds of jobs. Those are the kinds of jobs that go to high schoolers and college students before they can get the good jobs.
