This is a much better system. Not only do we not have to convert to Gregorian dates but, in universe, it keeps the numbers from getting too large if the Federation lasts for centuries or milennia.
Seven-digit stardates if the UFP lasted for 1,000 years would seem like too much for them.
So is that Federation wide? So other planets and aliens have to conform to Earth dates in the Federation?
If anyone noticed the stardates now make sense in the new Star Trek they are based on the actual date 2258.42 for example.

I noticed, and I like the change.
And it can be explained away - when Nero destroyed the Kelvin, he killed the guy/girl who came up with the way to make stardates work in the original timeline before he/she had a chance to implement the new system of keepin' dates for the Federation!
