Damn I hate it when you're out somewhere, and can't make out the lyrics to a song that is playing... anyway I think it's from the 80's, and the phrase repeated often sounds like: 'down on harbour, *something something* never really started" (the chorus, I guess you could say). American singer, sort of an easy listening/soft rock sound, I think it has a bit of a guitar solo/guitar with only 1 or 2 other instruments part, as well.
