That's really stretching it, CTM, as it's pretty occluded through the front by the frackin' bridge dome.
But, even then, despite your desire to argue with me... I think there's plenty of evidence that at no time were these rules really enforced or paid attention to, and it was something Roddenberry threw out there just to be a dick. :P
