I'm pretty sure Not Locke is Smokey. That we've not seen the two together seems to indicate this. "Dead is Dead" definitely contained evidence to suggest that.
 
Smokey, the "Other" guy talking to Jacob in the first scene, and Not Locke = all the same person. An evil force trying to kill Jacob and... and I dunno what.
 
That seems to be the running theory now. However, Not Locke seemed genuinely surprised when Ben said that his "dead daughter" had come back to threaten him to follow Not Locke.
 
I don't think Smokey has anything to do with the others, Smokey is connected with the Island in a more ancient way.
Not Locke and Jacob are two people engaged in some sort of dispute over the job of "gatekeeper" or whatever.

Btw., funny if Not Locke turns out to be Esau..
 
I'm pretty believe at this point that Not Locke, Esau, Christian (and all the other ghosts) and Smokey are all the same entity. In other words, yes, I agree with Alidar (for once! ;)).

But what about the "good" ghosts Hurley sees? Jacob called them a "blessing", I don't think he would do that if they were all part of an entity trying to kill him.

I think there might be both good & bad "ghosts" in the series. The bad ones might be part of Smokey. The Good ones could be "independent" or working for Jacob.

For example, maybe Eko's brother was a "good" ghost (not a version of Smokey like it has often been thought) trying to save Eko before Smokey got to him?

What would make it more confusing and complicated would be if both good and bad guys could make ghosts of the same dead person. So you could have a "good" Christian ghost and also an "Evil" Christian ghost.

One of the first times the ghost of Christian showed up it led Jack to the water that the Losties desperately needed at the time to survive. which makes me think he was a "good" Ghost at that time. But if it was the Adversary's master plan to have Locke move the island and then die, then that version of Christian who talked John into doing that would be an "evil" ghost.

Was he surprised that Ben said he saw Alex...or is the surprise that Ben is seriously taking not-ALex's warning to heart..and that not-Locke, as he mentions, doesn't have to try & out-manipulate Ben in this tough challenge.

Don't forget, not-Locke also has to keep up the illusion that he's Locke (who shouldn't know the details about Ben's encoutner).
 
I don't know about the good/bad ghost thing. I think it's more like real/fake ghosts. Perhaps the only real ones are the ones Hurley has seen. Which is why they seem good. Has anyone Hurley has seen ever been seen by anyone else? Presumably everyone else sees the fake ghosts projected by "Esau".
