My least favorite Cardassian is...

..Gul Evek. Maybe this is just because of hindsight but he doesn't seem like a Cardassian at all when I watch those episodes again. Maybe it's the actor's interpretation.
 
His characterisation varied wildly from DS9 in which he was a total jerk to TNG where he was sympathetic. Don't really understand why they bothered recurring the character on both shows if they weren't going to have him be consistent.

I personally didn't feel any inconsistency in his character across TNG/DS9/VOY. People act differently in different circumstances. One might even reason that he was more hostile in The Maquis specifically because of what happened in Journey's End.

In Journey's End he seems unsure of what to do. Cardassians usually try to hold their head up to dominate and take control.
 
Evek seemed like a 'Class representative' character, somebody to put in whenever they need a Cardassian who is not too friendly or unfriendly and has authority.
 
Possibly my favorite random Memory Alpha trivia is that there are only 4 characters to appear on all 24th-century Trek series: Quark, Q, Morn, and Evek.

I was always a fan of Evek myself. That actor is great, and I love how he was turning up everywhere for a minute. It would have been fun to have him pop up one more time in season 7, show us what Evek was up to in the midst of all that drama with Cardassia.

I always hated the other Cardassian antagonist from "Emissary", Gul Jasad. Possibly just an unfavorable contrast to the intro of Dukat in the same episode, a tough act to compete with.
 
I wanted to see Evek come back, and maybe mention when he was abducted by aliens, sent to the other side of the Galaxy, probed, then returned.

I assumed he died. I know there was a later episode where Seven discovered a Cardassian ship had been pulled into the Delta Quadrant by the Caretaker but she was a couple of sandwiches short of a picnic in that episode so who knows if it was even true.
 
I'm going to have to go with Seska. Don't get me wrong I enjoy Seska, she's desperately hilarious, entertaining, and ambitious however her decisions are silly. How are you going to leave Voyager to team up with the most pathetic species in Star Trek's existence. She didn't think this through. I understand she would have been placed in the brig and some of the Maqui members attempting to execute her but its still a better situation than being in a ship with those inferior kazons. What exactly was her "goal"? Because a true cardassian from the obsidian order would have remained on Voyager, pretend to redeem him/herself and do everything they can to steal technology from other more superior species than the Kazon.

Seska was never going to have a good ending. Had she survived Basics #2 without Voyager, her and the Kazon would have eventually encountered species like the Viidian. What is Seska going to do when she encounters a species like that? Her cardassian manipulations wont work. They'll just transport her Cardassian organs onto their ship while she curls up in a ball in agonizing kidney stone like pain.

What is she going to do if the Kazon bump into the Borg? We know the Borg see the Kazon as "worthless" but if the modifications Seska added to the Kazon ships, the Borg will be interested in the modifications and put a tractor beam on the ship. What is Seska going to do in a Borg encounter? Again her Cardassian manipulation games are useless. The borg will simply just transport into the Kazon ship and assimilate her and Culluh. Seska will attempt to shoot one of the drones but they will have already adapted to every weapon on board with their routine scans through the ship.

Seska, while an entertaining character I enjoy watching (Martha Hackett in general is a great actress), her character didn't seek to its own potential. That is partially the writers and producers fault.

Memory Alpha says that Evek's ship was pulled into the DQ, but later returned, and was later found destroyed. But all this comes from "The Voyager Conspiracy" so as you say, its canonicity is debatable.

The only onscreen evidence of the ship's fate is what we see in "Caretaker": Down, but not out.
 
I think Seska was convinced building a power base within the Kazon was a better long term strategy for her than staying on Voyager and antagonizing all the locals.

I'm not sure how much of a long term plan she had besides consolidate local power, but she believed Voyager's strategy of not sharing anything and sticking to their principles was a recipe for death.
 
Seska was great...


...as a Bajoran! My favorite Seska appearance is an episode she's not actually in- Worst Case Scenario. She's pretty menacing, and I love the actress who plays her. It's too bad she turned out to be a Cardassian.

I don't think her plan was ever to leave Voyager, but I'm not sure how long she thought she could keep her genetics a secret.
