Not that I really know how to operate a Web site in the "normal" way, but mine is all LCARS, and I've put up three galleries of LCARS eye candy.

I like that very much. Where can I get the program? It would be kick ass if you could develop it as a full fledge OS or atleast a browser...

The download link is on the main page, linked from my signature below. But to use the program you need an old Pentium computer, from the late 1990s. It becomes the primary environment on the Machine. If it has Windows 95 or 98, you don't have to remove it. By pressing F8 when starting the machine, you can bypass Windows by typing 5 then using the DOS command line to move to the LCARS24 folder then starting the LCARS system. On a machine with no OS, you can install DOS on the hard disk then the LCARS system.

It's had just over 128,000 downloads from the main download site, a pretty good indication that some people are actually using it.
