Huh? we saw their babies, and they did discuss it briefly at the end of Threshold. Unless someone came in and took dna from them and made clones, yes.

Probably because they were born in another environment as the 'post human life-form' and there was no telling what could have happened to them if the crew tried to turn the them into humans.
Who knows if they even had enough human DNA in order for the transformation to take place successfully.

There are plenty of other reasons I'm sure.
But if you want to get all moral, then Paris and Janeway are very irresponsible by leaving their children like that.
