Multi-Adaptive Shielding = "Poorman's Cloak?"

When the VOY crew outfit the DeltaFlyer with it are they not, in essence, creating a Federation cloaking device, save from it becoming invincible?

And that seems pretty silly to have unless someone is just sitting by a portal watching everything outside.
 
I take that back, it does become invisible?

It disappears from the Borg displays when they 'remodulate' them.

So how is it NOT a cloaking device?

It becomes invisible when being scanned by sensors or other electronic equipment. The shields adapt to the frequency and adjust automatically to avoid detection. It bends the sensor scans around the ship similar to a cloaking device, without actually cloaking the ship. So in essence, if a drone were looking outside through a window, the collective could see the ship. :borg:
 
So the only thing that makes a "cloaking" device a "cloaking" device is the ship itself is also invisible to the naked eye as well as sensors?

So it seems to me Starfleet found a loophole around that bull shit rules of no cloakes for the good guys. lol
