Do you mean to say "government" rather than "race"? Or are we not judging by individuals rather than racial stereotypes in the future?
I was going to say Ferengi, but it would not be in their best interests to do so. If they were, and word got out, nobody would ever do business with them.
Humans, though? Really? In my also HO, there is no such thing as "most untrustworthy race". Every race, fictional or otherwise, has its good and bad.

If we're talking governments, definitely humans. The Obsidian Order and the Tal Shiar have got nothing on Section 31.
Lot of human guilt going on in this thread. Yeah, if we're judging entire races by their worst members, humans, but then we should all be Muslim-bashing right about now.
If we're judging by the average member rather than the absolute worst, then Vorta.
Romulans would have to be up there.
overall though this is a racist stereotyping thread, and i'm sure all individuals deserve to be judged on their own merit rather than pre-conceived notions :-)
