I like Kes, she just never got much to do, and was dragged down from the start by her connection to Neelix. She's fun in "Lifesigns", "Warlord", and a few others.

Exactly. Hate is such a strong word and I don’t think I ever outright “hated” any of the characters on Star Trek. Just like real people most of them can be annoying, grating or just badly written in any given episode, but then in another they are interesting, relatable or funny. So while I don’t really hate any of the characters on Trek, here’s the ones I find least enjoyable …
- Harry Mudd, because I find him unfunny and sleazy and not very entertaining.
- Lwaxana, she definitely has her moments, but most of the time I thought she was annoying as hell.
- Captain Liam Shaw; I guess I understand what the writers were going for with him, and I really like Todd Stashwick as a person, but the character didn’t click with me at all.
- Emperor Giourgou, because she had a horrible disregard for the life of other beings and it often felt like they didn’t even attempt to redeem her as a character. Her humor, which I guess was supposed to be crass and cool seemed just cringe to me most of the time.
- Pelia, because half the time I find the humor they are attempting with the character just cringeworthy.
- Worf, who’s very annoying with his honor schtick and over-the-top machismo.
Did you perhaps not read the OP right? Considering almost nothing you wrote is about the characters but about the actors portraying them.

I don't think I hate any character in Star Trek but there are some that I either don't like or don't care for. Since you said not Neelix, I will say there are episodes where I think Neelix really works. Mortal Coil, Fair Trade, and Homestead come to mind. In terms of characters I don't like:
Deanna Troi (Except for Face of the Enemy, Dark Page, and the movies and Voyager)
Rom
Dr. Crusher (She is ok, but there are times I wish Pulaski had stayed)
Post season 1 Stamets (He became whiny and lost an edge. Ironically, I liked Culber when he came back, though I didn't like killing him off in the first place)

At the risk of being pedantic, there has been lots of Star Trek produced in the 21st century spanning the tenures of Berman, Abrams, and Kurtzman. I don't see how Trek is "to be revived for the 21st century."

The goldfish committed the heinous crime of not being a goldfish at all but being a lionfish. But they don't roar like lions, are not floofy like lions, are venomous unlike lions so the name is false adversing.
Evan Connoly was a dick, he existed just be a hue-shifted redshirt. Why in the middle of his bragging he felt the need to specify his roommate at the Academy was half-Caitian still doesn't make sense to me.

And sorry, I just have to break the op rule ... imo, Neelix is the Jar Jar Binks of the Star Trek universe.
I remember doing a huge eye roll the first time I saw him making that claim on the TNG DVDs. The character went from being a lowly navigator to chief of engineering and almost always integral to whatever story was being told. But boo hoo, he wasnt the ladies man so the writers must be racist.
Reg Barklay wasnt great with women either. The only ladies man was Riker and even that got downplayed in the later years.
