What are most interesting and least interesting alien civilizations in Star Trek?

Most: Romulans. They were a legitimate "bad guy" that remained somewhat mysterious during TNG, always a chess match and never a wasted move when dealing with them. They were usually written well and were a fantastic "cold war" type enemy...and then Nemesis happened.:vulcan:

Least: Kazon. They came across the poor man's Klingons.
 
I have to assume we're all going to avoid one-off species, because there's no way that Bajorans and Vulcans are less interesting than them. The Justice aliens? C'mon. :)

So with that in mind...

Most: Cardassians.
Least: Bak'u

There were Romulans in Nemesis? I must've been getting popcorn during that part. :p

As for the Kazon... I'm morally convinced they are the result of Klingon/Pakled breeding.

Most: Cardassians, Q (at least they had potential to be very interesting when not poking lesser species with sticks), Vulcans and Romulans (but not those movie ones)
Least: all the generic forehead (with and without extras) aliens that acted exactly like humans
