Per the Radio Times:

BBC1 has decided to air Moffat’s final 12-part series - the 10th of the modern era - in spring 2017. Chibnall’s debut series as head writer and executive producer will launch in 2018. A Christmas special WILL air this year overseen by Moffat, though it is unclear whether Peter Capaldi’s new companion will feature.

Gotta say, I'm really disappointed that we won't get a series in 2016. The article makes it sound like this was a BBC1 decision, though, not Moffat's. And I'll bet BBC America is beyond angry at BBC1 over this.

And to be honest, I'm glad Moffat is turning the show over to someone else. Seasons 8 and 9 really were not for me. Plus, death means nothing to major characters under Moffat's tenure. On the other hand, he gave us my second favorite Doctor of all time - Matt Smith - and I loved Seasons 5 and 6 and the 50th anniversary special.

Chibnall is a good choice to take over, I think. He's quite familiar with Doctor Who, and Broadchurch has been a great show. Torchwood's first two seasons seem to have been an aberration for all involved.
