Have you seen a Romulan or Vulcan w/facial hair. I'm guessin that somewhere its written that the Vulcans and offshoots can't grow facial hair-too hot on the original planet.

They certainly seem able to in the Mirror Universe as evidenced by Spock and Soval's goatees. As for the regular universe, perhaps it's just not logical to sport a soul-patch? I certainly can't think of any regular Vulcans or Romulans with facial hair.

I can almost swear I remember a Vulcan on Enterprise with a small beard. Then again, I've only seen any give episode of Enterprise no more than once.

There was an episode of Voyager that showed a flashback to when Tuvok was a child. He was consulting with an elder Vulcan who had a goatee. There was also a bearded Vulcan doctor on the animated episode Yesteryear.

Year of Hell had Tuvok shaving after he'd been blinded and he was using an old cut-throat style razor rather than that laser razor thingy Geordi used.

Yep.
