Memorabilia Identification Challenge!!!

Hey all,

So my sister just gave me the following insignia pin for Christmas, and for the life of me I can't really find what the symbol on it means. After a few hours of scourging the bowels of the internet, i've found a few online pin and merch. dealers that have called it a "personnel pin," but i've never seen anything like it in the canon universe.

If any of you might have more info or maybe a lead that does, i'd definitely appreciate it, because I can't wear it in good conscious without knowing what it stands for. I'm sure you can sympathize.

The symbol is a lowercase Greek Gamma. For people serving in the Gamma quadrant? (Just a guess, working on minimal sleep right now...)
 
It first appeared, IIRC, in the Franz Joseph Star Fleet Technical Manual (1975). It appears on the heading page for the General section of the manual. There is also a delta insignia on the heading page for the Miscelaneous section which features the symbol for Pi. Neither of these insignia are defined further, or seen anywhere else in the manual.
