Maybe I'm doing something wrong?

I think they mean something like how often do you come across the "value" six and not the number. 16 is considered 10+6, 20 is 20+6, etc. 62 for example would be 60+2, i'e no six. Of course you can say 63 is 57+6 and so, but in our base ten math that is not the way we generally look at numbers.

I think you're right, and you think the same thing as RoJo.

What I'm trying to do now his help him see that he got the right answer for the wrong reason.
 
What is more interesting to me here now is the idea of counting.

I think it's neat when you get a chance to see in someone elses brain, and see how they think as compared to how you think. I mean "how they think" in a purely mechincal since. how they get from A to B.

It's just assumed by the question's author, and by many people, that we'd all read that as the "value" of six.

I think it's neat to see that RoJo counted in a sequence of WORDS, one, two, three, four, five, SIX, seven.... while I counted in a series of value-representitive numerals. I saw this in my head:

01 02 03 04 05 06 07 08 09 10
11 12 13 14 15 16 17 18 19 20
21 22 23 24 25 26 27 28 29 30
...
...
and counted up the number of times I found the numeral "6".

I actually didn't. I was simply trying to figure out a justification for the correct answer.

Had I come across this puzzle on my own, I would have started exactly the same way as you and come up 20 as my answer. Since 20 is obviously wrong (according to the author of this puzzle), I was trying to come at it from another angle (and I still think my reasoning is sound...I just can't figure out a better way to explain what I'm trying to say).

Ultimately, though, it's just a poorly-constructed puzzle.
