Long overdue improvements to Starfleet

Yeah, but that's the old joke isn't it:

"You are now graduating from University with an LLB, just 3 years ago if someone asked you a legal question, you were forced to admit you didn't know...but now when you are asked, you can draw upon the weight of knowledge you have accumulated, the breadth of learning you have received and answer honestly:

It depends!"

And I can say with certainty what exceptions exist "right now"!

And when I said the military rules I mean there's a rule in the British Army that is meant to prevent genocide! Off hand that's all I can remember!

In ordinary criminal law, barring wars or the like, I can assure you that in the English Legal System there are 5 ways you could be held liable for an omission!

And I'm done! This is why I'm not going into criminal practice!
 
A submarine is not a starship.

I can't see why, starships would be radically and fundamentally different from any vehicle that came before. Submarines were designed to keep pressure out not in and airplanes are useless outside of an atmosphere.

When you look at it in the sense that submarines are enclosed vessels in which the crew will have no external contact, then yes, a starship will be more like a submarine than any other type of boat.

That is perhaps the only aspect submarines and starships would have in common. Submarines frequently use the water around them to produce drinkable water and breathable oxygen. Needless to say, a starship won't have the luxury. If you're talking in terms of no external contact, submarines are often in contact with their superiors on land. By that logic, galleons and Chinese junks would be even more like a starship because while they were at sea they had zero contact with their superiors. Just because a vehicle is enclosed does not mean it would be comparable to a starship.

Stairs between decks/ramps--Yes. Absolutely one hundred percent. I can see it being naval style stairs that are almost ladders anyway, but if they can put in elevators galore and Jefferies Tubes that are all over the place, they can put in something easier to use than a ladder.

I think they had those naval style stairs you were talking about in the Wrath of Khan.
 
Another improvement, better defenses against boarding parties. Not just force fields, but adjustable gravity within the confined area.

Also in case of a fire fight, the force fields could be auto tuned to the phasers used by security. In other words, security can fire through the force field but the boarding party can't. This would allow security personnel to stand out in the open better able to pick off targets. The force field can also move progressively towards the boarding part and actively heard them towards another security team or airlock.
 
And in light of the turn this topic has taken, I have realized another improvement Starfleet should undertake:

4) Expansion of their LEGAL DEPARTMENT!!! :lol:

I could see a gravimetric countermeasures protocol being used. In the effected section , at a flip of a switch, the gravity rapidly switches between +10g and -10g. As a result; the enemy would be reduced to giant superballs. Bouncing off of the floor and ceiling until rendered incapacitated or worse. I would pay to see that realized on film.
