Legate Kell in "Wrongs Darker Than Death or Night"?

I can't help thinking the unnamed legate played Wayne Grace in that episode might have been Dukat's nemesis Kell, played by Danny Goldring in "Civil Defense." Though not canon, the Star Trek Customizable Card Game gives the name of the legate in the later episode as Parek. But since he appeared to be stationed in the Bajoran system and his mocking of Dukat would suggest he may have been Kell.

Didn't we actually see Kell (or at least his face) in "Civil Defense"?

^ Yep, Kell left a recorded message for Dukat, which is triggered when Dukat tries to beam off the station during the 'lockdown'.

And somehow I suspect that there were quite a few officers in the Cardassian military who had a habit of mocking Dukat.
