I'm guessing it's a budget thing. Kelli Giddish has been on the show since season 13, so she's almost certainly costing a pretty penny by now. Peter Scanavino hasn't been on quite as long, but I'm sure he's got escalators active by now, too. Easier and cheaper to have one-time guest stars.
David Graziano (Coyote) is taking over as showrunner for the upcoming season. He's also worked on Jack Ryan, American Gods, Terra Nova, Lie to Me, Southland, In Plain Sight, and other shows.
I'm kind of confused, why is Benson so pissed off at Barba for defending Wheatley? I mean, Barba IS a defense attorney now...what does she expect him to do? Whittle wood?
His attitude. That's why. At least from what I could tell. I'm curious about this guy. He's a big SVU fan too. And he watched the series. So we have that working in our favor.

An actor who has been with Chicago PD from the beginning is being written off the show sometime this season. Considering the timing and how long he's been on this Dick Wolf show, do you think this is another Kelli Giddish "refresh" or is he leaving on his own accord?
