Kurtzman intentionally killed Legacy?

Hell, DS9 is my second-favorite Trek and a good chunk of its Season 1 bores the heck out of me. Roddenberry and Berman Trek weren't always Hugo and Emmy material themselves.
TNG, ds9, voy and ENT imo all had very weak starts, but I'll take even those weak seasons over most of Kurtzman trek, including most of SNW

Not everything is good. A lot of it is so-so. Some of it is brilliant.

But that’s Star Trek!
Literally. People act as if TOS/TNG/DS9 was some amazing prestige high point for consistent television quality when it was pretty hit and miss.

"Mr. Worf, fire!" sticks in the mind a lot more strongly than the sinking feeling you got when you realised it was another holodeck/Wesley/Lwaxana/Ferengi episode.

It's funny though, I've really enjoyed my rewatch of TNG season 1 which I remember really hating back in the day

Yup. It's great fun but it's not high art. I think it can have good writing but that isn't always the case.
