Couple of things. During Sisko's ceremony notice he WASN'T drinking his champagne, just holding and pretending-good job.
BUT, the Founder/Ambassador shoulda just looked around. whilst the crowd were singing "He's a Jolly Good Fellow" and chanting "hip hip".

I expect undercover shapeshifters to be well versed in human events, not that good.

To be fair, "He's a Jolly Good Fellow" isn't a hard song to figure out the lyrics to.

And O'Brien was just a suck up.
 
Also, the Founders always had excellent intelligence on DS9 affairs, down to things like what O'Brien ate last time in the holosuite. They have never displayed any limits to their mnemonic capabilities, either. So they could well be aware of the lyrics of every human song ever written, and capable of perfectly replicating the voice of every singer ever extant.

Also, a diplomat who only pretends to drink his alcohol is not necessarily a Founder... "Making one glass last the evening, night and most of the next day's negotiations" is Diplomacy 101, really.

Remember "The Jem'Hadar", where one of the titular rhino-men goaded Sisko about his knowledge of the Federation-Cardassian treaty, and desired to fight Klingons - and the Feds had virtually never heard of these guys before?

The extent and depth of their espionage skills were a recurrent theme on DS9. They replaced Bashir with nary a notice, one faked being a Klingon warrior for over a year, and so on.

They're good. No point in being sloppy. ;)
 
Y'know the old expression "fly on the wall"? Well that's exactly what changelings can be. For example I imagine the Bashir changeling was discreetly observing the real Bashir for some time before replacing him in order to get all the details needed to sucessfully imitate him.

Yeap...he also called both Picard and Maxwell the 'best'.

Just think, if he'd had met Janeway, he'd have called her the 'best', too.

And then we'd have to find him & kill him!
 
Heh, good thing for O'Brien it's unlikely Picard, Maxwell and Sisko will ever get together to compare notes on him.

I'm still waiting for all the captains to get together to argue about who actually does have the 'finest crew in the fleet'
