I think it’s safe to say that if Mulgrew ever did want to return to the role, Trek Nation would be pretty excited to see it. When fans talk about what character they really want to see in Picard, Janeway’s name almost always comes up. She has a devoted fan following who would likely love nothing more than to see the further adventures of the former captain of Voyager.
There had been female captains (and admirals) before, but only as side characters in TOS movies and TNG and with little to say or do (though at the time, even just being there was a big thing - but development still has to grow from there). B it's unequivocally true, a woman had definitely been as a series lead until 1995 and Mulgrew went above and beyond the scripts...
 
Of course, I'd like to see Kathryn Janeway/Kate Mulgrew again on my TV screen but, not necessary as an old Admiral trying to face an uncertain future but rather to know her when she was a young Science Officer who decided to make a 180° to become the Starfleet Captain we have known in Voyager for 7 years. In this hypothesis, it would be great to see the fresh Lieutenant meeting the old Admiral... .
