It's biological, but why would that prevent them from shrouding their clothes? Rather than their skin turning "invisible", maybe it's a field they generate that bends light around them?

Actually, according to the DS9 companion, the idea is that the Dominion were also the ones who made Tosk for the hunters.

Also there was supposed to be a Hunter who appears in "Broken Link" (the guy who takes the helm of the Defiant as it's on its way to the Founder homeworld) but it got changed to a Jem'Hadar at the last minute.
