It was actually done by Jack Marshall, who directed the first two episodes (and parts of three?) of New Voyages. Although, I've never seen this edit and don't know where to locate it.
go to fanedit.org
click star trek
and go to the Star Trek In thy Image by Jack Marshall (there's another one with the same name by somebody else, Marshall's is the last one on the page.)
You'll download each chunk from rapidshare, then use a RAR program to put them back together, then burn the ISO file onto a DVD.
You have to own STV already to do this legally, otherwise you're stealing.
I've seen the edit (it's down to 63 minutes from an original 107 minutes) and it's pretty okay.
btw, Marshall got a real job from his NV and other work, he's now working offically on BSG
