I don't think it's ever been revealed how one qualifies for Dahar status. It obviously has something to do with being a warrior, but apart from that we're in the dark, I think.

Maybe it's something like a knighthood for Klingons? The current Emperor or the Chancellor would bestow the title of Dahar Master upon a worthy individual for whatever criteria. Perhaps there could be a Brotherhood of Dahar that 'votes' for a new member they think it worthy to join their ranks?
