The episode gives me major feels every time I watch it. Not just because Tuvok would never normally be this close to Neelix, but his childlike manner and well, this:

I loved that side of it too. I'm just trying to think of the scenario in another show or movie, it's difficult because I can think of characters who may be autistic or have Down's Syndrome from the outset. With Tuvok and Neelix they both had to learn. Tuvok learned to navigate his world through new eyes and Neelix learned to appreciate that this was okay. It was a positive message. Reminds me of that neighbour we had. He had been in a motor bike accident and he was forever changed but he had some childlike ways, even though he retained being adult in other ways. He used to feed the birds (we lived in a semi-rural area). I remember he made them peanut butter and jam sandwiches. Then put all these sandwiches in a bucket and added water and sloshed it out on the grass for them. 
There is a movie with Harrison Ford where he survives a shooting that causes brain damage and he becomes quite innocent or childlike. "Regarding Henry" is the title. He was a lawyer, not very nice, and distant from his family. After the shooting, he has to put his life back together and figure out who he is. He becomes a nicer person, and wants to spend time with his family etc. Realizes he had done some unethical things in his work and tries to make it right. A good story, IMO. Annette Benning plays his wife.
I always wondered if anyone has ever suffered brain damage irl and came out a better, kinder person for it. I made an ask reddit post about this topic but no replies - I thought it was a mildly interesting question.
There's a movie called The Lookout with Joseph Gordon Levitt where the lead character suffers brain damage in a car accident at the start. There's a robbery plot but the main focus of the film is about coming to terms with his new self.
