Also doesn't mean that Earth-Federation borders were even close to interfering with Cardassian borders until the 24th century. Though to be honest, we never even heard about the Cardassians until near the end of the border wars in 2367 or so. For something like that to be going on (a war of sorts when Picard's been on about there being no such thing anymore) means space could be vast and people might never heard about a border conflict outside the sectors it is happening.

I think that scientific advancement would generally go slower as your scientific types tend to be "free thinkers" of a sort that dictatorships don't easily abide. This would probably cancel out the gains achieved by conquest. I would argue for "rough asymmetrical parity" between the universes. Mostly at the same stage but them more advanced in some areas and the Prime universe in others.
