Internet connection problems

Help required.
My sister is having some internet issues that I've never encountered before. She's unable to load internet pages with a time out error message but she is currently connected on Skype and is actually chatting with me!!! I've never seen that kind of problem before. Can you help her?

What is the TimeOut error message?

What operating system and version and what browser and version does she use? Does it happen on another browser?
How is the computer connected to the internet?

It turns out there was a "glimpse in the software". She called tech support and they remote accessed her PC. No malware, no crap installed.
