Having found some records of an old United Earth organization of that shady name, he started playing Batman with a futuristic twist, creating holographic coworkers and improbable plots and schemes and riding on real SFI operations and taking credit on them and enjoying it immensely when he managed to confuse real SFI personnel or random Starfleeters into believing in him...
Any mystery surrounding the death of Fujisaki would probably be yet another of his innovative creations, then.

But Ross gives no indication that he would have contacted anybody besides Sloan. So Ross was simply suckered, too.

Not "they", but "him".And we have no reason to think that holodecks are particularly difficult to come by. Probably every wealthy mansion has three, plus one for the dog.
Of course, it would be trivially easy to give the holodeck a particular appearance: just create the appearance within the holodeck! So perhaps Sloan in "Inquisition" simply rented one of Quark's holodecks.

And my scenario wasn't that Sloan or his phony S31 would have developed the anti-Founder virus. It was all SFI:s doing, and Sloan was a regular SFI agent gone mad. He still retained his job and means of access, but he was simultaneously indulging in this power fantasy.
As for what was in Sloan's head in "Extreme Measures", none of it need have been true - beyond the SFI data he had on the virus, that is. Hell, even if S31 did exist, the "information" on that agent in the President's office etc. was probably all false. Which only goes to show that Sloan was in control of the head trip to a greater degree than Bashir would have wanted to believe, until O'Brien shook the good doctor out of it.
