Why not have a junior varsity type season in the summer? Say you have 4 or 6 games with draft choices and free agents playing under the same colors and nicknames of the big teams. The NFL's attempts to have developmental leagues in Europe were expensive failures, although they did develop some players and coaches. This would probably be cheaper (it might even make a few $) and would offer a chance for more meaningful competition instead of putting big name players out for a few plays and hoping they don't get hurt.

I think the main argument would be it would devalue the product. NFL is supposed to be the best of the best playing under each team’s logos and colors.

That's a fair point, but then again, I think its fair to argue that the exhibition games with few, if any, front line players and only the most basic, vanilla game plans also devalue the product, for which the league was charging fully valued tickets were devaluing the product already.
