I don't think you have that right. The woman who stopped to talk to Chekov about the naval base was an extra in the film. She disobeyed the instruction to blow off his question, and stopped to chat instead. She wanted to be in the movie, Koenig ad libbed with her on the spot, they liked it, and it worked out for her.
The street was closed. It was an outdoor location "set." Everybody you see was part of the shoot.
