A cloaking device is a form of stealth technology to render a starship or other object completely invisible.
This is a classic Star Trek characteristic for plot and an enemie's strategy & tactics.

Will Orci & Kurtzman use a cloaking device on a ship in Trek XII?
If so will the Klingons use it or Romulans?
I think Trek XII will move on from the Romulans as the villian enemy.

It's a shame ENT ended when it did, because after (some might say) breaking canon by showing stealth technology, they finally got it right. The Romulans were working with holography, and a Drone ship which could masquerade as other vessels. I thought that was a near twist. Destablising an enemy reputation, by having their ship pretend to be an Andorian cruiser, an Earth Starfleet vessel or whatever appearance was required.
