1. Is 30 dollars reasonable. They said they'd give me all their account information.

2. What are the minimum system requirements for an XP machine?
3. Monthly fees?

I would highly advise not buying a used copy. If it's from someone you don't know well or even at all then I wouldn't. Also sounds as if you could just get a new copy for the same price which should come with 30 days free.

Even if you do know them, if they change their mind and log into the account, or some other odd activity causes Cryptic to figure out the account is being shared, they'll lock it, and you'll have no recourse to get it unlocked.

If you don't know them, a further problem rears its head; they can come back and say "hey, Cryptic, I think my account has been hacked", produce proof of ownership (a photocopy of the key on the back of the manual, for instance), and reclaim the account; and again, you have no recourse.

You can find the game for $30 anyway, brand new, as Linklinker said.
 
Another benefit to buying new is that they have turned the pre-order bonus items into retail bonus items. That means that Amazon's STO still gets you the liberated borg bridge officer (There have been reports of that being buggy; however, Cryptic is being very nice about it and enabling the bonus for players who report it and have proof of purchase.), Gamestop's STO still gets you the TOS constitution, Target's STO comes with the TR-116 rifle, etc. Check Cryptic's retailer page for details on which comes with what. (Some retailers like D2D have changed their bonus items, though.)
