I guess the difference is that the other characters have multiple seasons of being in shows, comics, movies, books, etc, while this guy's entire rest of life would have to be fleshed out. There's no source material comparison between him and Spock, Kirk, Picard, etc.

Granted, that means more room for creativity, though...
