So the Beeb said "Babs, write us some Who", and she did her job but they baulk "that's rubbish bog off", but 30 years later Big finish is looking for rejected scripts that should-have/might-have been broadcast, and they got Johnny to work off some manuscript Babs half finished, to tell the story of the Elite, that despite what it was "obviously" meant to be about, the audio was still a frakking frightening story about a plague of fascism taking root and rotting a planet.
Mark this.
It's a Dalek Story.
The Doctor gets lost in time and space, so he's not completely sure where he is, and they make a big deal about it in the script.
The name of the planet isn't mentioned till the end.
They're in a doomed city.
Global war creating a wasteland.
Humanoids are being conditioned into thinking like Daleks.
Their society is being conditioned into thinking it's a new Dalek Empire.
The new humanidaleks call themselves "The Elite" and they're running around screaming "Exterminate!"
Once you remember that Davros called his bunch "The Elite" in Genesis of the Daleks, doesn't this kind of sound like an adventure set on ancient Skaro sowing the seeds of the Thal Kaled war?
I'm figuring at some point in the chain oif production/edition of this project that someone in power said to Barbara Clegg or (less likely) John Doreny that "NO! We already have a Dalek origin Story, it's good enough, keep what you're got but set it somewhere else other than old Skaro. lets not make things too bloody complicated."

And in the Behind the scenes, Janet says to Sarah "You know that you're not really a Doctor Who Companion if you haven't had a Dalek story?"
And Sarah's heart seems to break: "Oh bugger, do you mean i've been lying to people for the last 30 years? I'm not a Doctor Who Companion?"
