Well, the painting is in France, so someone decided to "let her eat cake" apparent;y.
Of course one should be really careful not to get on the wrong side of the Mona Lisa

If you look closely, then at the original caked over, you will see that the Doctor told Van Gogh to not only "just paint over these that read 'this is a fake'", he also told the famed painter to paint Morticia Addams.
I haven't gotten to this story in my classic Who watch yet: The Doctor had Van Gogh paint over the Mona Lisa?
More so some graffiti with a purpose.
