Howcome the 13th Doctor did not remember this?

Was watching an episode with Jodie and she sees this group of shrunken planets in captivity and I'm wondering why the heck she didn't remember this because she has seen this all before when she was the 4th Doctor?

It jut bugged me because the moment we saw the planets I yelled at the TV "Pirate planet"
 
Considering that was thousands of years ago from perspective, she can be forgiven to have forgotten a thing or two.
 
Because most of the writers of her era probably don't even know that Doctor Who existed before 2005, and even if a few do they obviously don't care. They didn't even care about the version of the character they were writing at the time, much less an older version or the stories told in the older era.
 
In nearly 60 years of storytelling, there can’t be many stories that DW hasn’t done, enemies or phenomena that the Doctor hasn’t faced. There’s inevitably going to be repetition and it’ll be a bit tiresome if the Doctor is constantly going “oh yeah, this is a bit like…” or relying on something they did in the past to solve the scenario again.

In-universe, the explanation that they’ve forgotten, as it happened 1000s of years and many incarnations ago, works for me.

Chibbers wrote it. Y'know, the guy who appeared as a member of the Doctor Who Appreciation Society criticising Trial Of A Time Lord. It's pretty clear he doesn't fit your strawman, though I'm sure you have several backup strawmen. A whole army, perchance.

You can do the "hey, this is ringing a bell!" schtick to call back to older stories - Moffatt did it with the droids using human parts in Deep Breath calling back to The Girl In The Fireplace. But they were both stories HE wrote. Referencing The Pirate Planet might need payments to Douglas Adams' estate, or perhaps Chibnall simply didn't think it was worth throwing out a line that might confuse casual viewers since Tim Shaw's plan was not linked IN ANY WAY to the Captain's, whilst Moffatt made the droids in Deep Breath come from a sister ship to that in TGITF.
 
I've seen every episode of Who from Tom Baker on, and don't remember either of these episodes...
 
Pirate Planet is the one where Baker has a bite mark on his face from trying to give a dog a sausage (also the one with the cyborg pirate with a robot parrot). The 13th Doc ep is the one where she has to talk Graham down from seeking to kill Tim Shaw for murdering his wife (Ryan's gran).

But like Captaindemotion and The Nth Doctor said, the Doctor is thousands of years old. A more recent example is how 12 struggled to remember facing off against Clockwork androids before. For the audience, less than a decade had passed since The Girl in the Fireplace, which is where the humor comes from, but for the Doctor that event was thousands of years ago.

It isn't so much the Doctor didn't remember facing off against Clockwork androids, but rather when he sees they're from the SS Marie Antoinette, which is listed as a sister ship to the SS Madame de Pompadour, he doesn't recognize the name of that ship. Which he shouldn't, since at no point in The Girl in the Fireplace does the Doctor learn the ship's name. It isn't even revealed to the audience until the very finale scene, after the TARDIS has left.

That's a very good one and yeah the ship's name isn't revealed till that very final scene and Girl In The Fireplace was wonderful.

But did we ever learn where exactly the clockwork robots came from? I don't think that was ever brought up in either episode.

In both episodes it is stated they did maintenance work on their ships, and they took their job descriptions a bit too literally and began killing in order to maintain their ships.

Oh ok so they had no original point of origin except for being maintenance droids?

Real reason - nuWho is busy re-writing all classic canon and doesn't give a toss what they mess up as long as it keeps dragging in the kiddies and making money.

In-universe explanation - The Time War. So many realities messed with, planets destroyed before they could prove a strategic ally/usefulness to one side or the other, and timelines rewritten that Mr Fibuli and the Captain might never have even existed.
