Watching Space Seed, Spock says that there we between eighty and ninety "supermen" that were unaccounted for at the end of the Eugenics War. Now there were 72 on Khans' ship and then Khan himself, totaling 73.

So where did the other 7 to 17 go?

Actually, dialogue says that 72 sleeper units worked - possibly including Khan's own, although it sounds more like only the ones still running after Khan's revival are counted. But it also says that 12 malfunctioned, killing the occupants. So the total is 84-85. Nobody missing...

The line was something like "Seventy two of your sleeper units are still functioning." Obviously that means there were more and some failed, and thus ALL the unaccounted-for people were aboard the Botany Bay.
