How do you build a website that will compile RSS feeds?

Basically, all I am trying to do is develop a small website that will automatically aggregate and display news stories from around the web.

You will need to use a content management system that creates RSS feeds for you. Barring that, write your own syndication program to spits out RSS from your page.

I don't mind paying a couple bucks a month for hosting if i can get the thing to work.
