help with windows software

Hey everybody, thanks for reading. My father in law uses windows xp, and he needs a program similar to Illustrator so that he can make decals for his model trains. I have both windows and mac machines, but since I am a graphic designer, I spend all my time using adobe creative suite in Mac OS X, and I don't know the options for something that will help my father in law.

Freeware would be great, if not I could recommend a program costing say, 50 bucks tops.

I see that list says openoffice has a draw program. I don't know if that would be suitable for his needs.

Also inkscape is very popular.
