Help with title of an old TOS novel.

Years ago(20+), a friend loaned me a TOS novel, which eye enjoyed. But, now I don't remember the title.

Here are some things I can recall. The Enterprise is transported to a densely populated section of the galaxy where there are many stars close together. They get entangled in a conflict. Both sides accuse them of working for their enemy. These people don't have transporters. Technologically, they are inferior. The cover indicates it takes place before TMP. That's about it.

Chain of Attack sounds a bit like what you're looking for - the Enterprise is thrown through a gateway to a distant region of space, and there finds themselves in the middle of a conflict where both sides assume the Enterprise is their enemy.
