Help please- looking for a character

I remember a few time the crew mentioned a Starfleet officer who was quite exotic alien looking with wings. He had a litter of offspring in the later season. he was never seen but I wanted to draw a pic of him for the August art challenge. Does anyone know his name so I can google the canon references to his physical appearance?

We didn't get much detail, though. His people breed through a budding process, the budding young drop off into a pond, they have multiple wings that can sometimes get tangled in the young, and that's all we know. So as long as he has breeding buds and his young are aquatic with developing wings, I think you can do what you like.

Vilix'pran was mentioned in three episodes, "Heart of Stone", "Apocalypse Rising" and "Business as Usual", as well as in the novel Rising Son. I don't think he has appeared in a novel.

was there not another mention somewhere? I watched Apocalypse Rising the other day and Bashir says this is his third litter. i'm sure both previous litters have been mentioned (the first i thought was season 2 around "Melora")
