Help me cutting this metal or something...

OK, this a dog's toy and it's made to be indestructible. My neighbour came to me asking to cut it in half. I won't get into why. She's a tool girl and tried everything she had. Keep in mind whatever this is it's only a few millimeters thick. The whole thing is covered in some high density rubber that dogs won't chew though, but my jigsaw can.

I have a variety of blades for my jigsaw and I used my best carbon steel blade and it wouldn't scratch it. At this point we gave up and she's buying something else. (This one was fairly expensive for a dog toy. But hey, we love our dogs.) I have a ceramic cutting disk I can use with my drill but it wasn't practical for this.

Now I'm left curious. Anyone have any idea what this commercial-grade substance might be and what would cut it? Even just for conversational and edificational purposes.
