Most HD TV channels try to get HD masters made from the negative. Studios want to provide the best source possible for the transfer. Of course unless someone else is paying, that master is not always given the best treatment prior to transfer, and keep in mind I don't know of many broadcasters capable/willing of sending out 1080p signals, so Bluray will always be a superior picture for the most part.
